This is an interesting quote. One would say there is good reason for these restrictions but, as Kosol points out, this also means that in areas of lower means that there is likely to be more of the seedy institutions than the ones that actually help poor people, especially children.

This aligns well with my own thinking. Small schools are less likely to loose sight of their purpose and less more likely to look upon the students they actually serve.
